Mark M Jackson
CEO
Mark Jackson, Shoreline CEO/Executive Director has nearly 50 years experience in healthcare and psychiatric and mental health management and operations. He has built, operated, and managed psychiatric and rehabilitation facilities in ten states. In addition, he has been a Licensed Master Level Social Worker since 1973 and has over 20 years’ experience as a clinician in both Behavioral Health and Substance Use Disorders.

Deborah Jenkins LBSW, LCCA
Child Care Administrator
Director of HR
Deborah has worked with children and teens in crisis since 1977. She became a Licensed Child Care Administrator in 1989 and oversaw an emergency shelter in the Houston Area, providing care for many teens that were displaced, runaways and those struggling with substance use/abuse. Deborah joined the Shoreline team in 1992 as the Behavioral Program Director. The goal at that time was to integrate a program of sobriety/counseling with teaching clients to replace negative behaviors with positive behaviors in hope that they would be more successful in having a sober lifestyle after discharge. In 1993 she obtained the LBSW degree. In 1998 she developed the Human Resource department, where she has provided her steady leadership for the past 24 years.

Sherri L. Watson
Director of Nursing
Sherri Lee Watson received her Registered Nursing Associates Degree at Del Mar College in 2001. As a graduated nurse her first nursing position was at Spohn Shoreline in Corpus Christi, TX where she worked on the orthopedic floor. She knew she always wanted to work in the field of substance abuse and psychiatry since nursing school, therefore when given the opportunity at Shoreline she did not hesitate.
Sherri has been the rock of our nursing service for over 20 years. During that time she has also held two part time Nursing positions, one in corrections and one in dialysis.
Scott Kelly
Clinical Director
With over 25 years of dedicated service in Addiction Treatment & Recovery Services, Scott Kelley is a seasoned professional committed to transforming the lives of individuals struggling with substance use disorders. His journey in substance use disorder treatment counseling began with adolescents, where he found his passion for guiding young minds toward recovery. Grounded in his education from Hazelden Addiction Studies and fortified by his Certification as a Licensed Chemical Dependency Counselor (LCDC), Scott embodies a results-driven approach that seamlessly integrates traditional treatment modalities with the latest research-based best practices.
In 2008, Scott pioneered the development of the first short-term chronic relapse program in Texas tailored for adolescents and adults, setting a new standard of care in the field. His visionary approach led him to establish and oversee both short-term and long-term adolescent substance use disorder treatment programs, where he implemented innovative methodologies to foster lasting change. The results from Scott’s efforts led to him receiving the prestigious Terry D. Hale Professional of the Year Award by the Texas Association of Addiction Professionals (TAAP) in 2013, followed by The Mel Schulstad Professional of the Year Award by NAADAC, the association for addiction professionals, in 2014.
While Scott is honored to have been recognized by his peers for his work, his number one goal remains the same: to make a positive impact in the lives of his adolescent patients, and to empower individuals to embark on a journey of recovery and reclaim their lives from the grips of addiction.
BUSINESS DEVELOPMENT
Harry Glavin
Business Development
Harry has been in the Business Development field in Behavioral Health for over 30 years and has been with Shoreline for over 20 years. His specialty area of interest is in Juvenile Justice. Harry was recently honored by the Juvenile Justice Association of Texas with an Outstanding Achievement award in recognition of his lifetime achievements in the field. Harry works closely with families to facilitate a child getting the proper treatment that they deserve. He started his career working with adults but quickly learned his calling was with adolescents. Harry is, in so many ways, Mr. Shoreline.
Harry lives in the North Texas area, but travels the entire state, working with Doctors, Clinicians, Judges, Probation and CPS. His goal, Shoreline’s goal, is to bring the best part of these young people out.
Robert Martinez
Business Development
Robert Martinez, in addition to being on the Shoreline team, is an American Board-Certified Interventionist with over 30 years of experience. He has helped thousands of families with the intervention process and has appeared on the Dr. Phil Show and numerous talk shows. Robert understands the devastation addiction brings to the family and has a passion in helping families and Teens move toward recovery.
J.P. Rodriguez, LCDC
Business Development
J.P. joined our team in August 2021. He has 23 years of experience in the chemical dependency field, including direct care with clients in various treatment modalities. He has extensive experience in business development and marketing and expertise in building relationships with our referral providers. In his free time, J.P. enjoys spending time with his family and loves fishing off the Texas coast. J.P. is excited to be part of the Shoreline Treatment Center family.
Troy Walters

Counselors
Counselors are an integral part of treatment at Shoreline. They conduct individual, group, and family counseling sessions based on an individual client's treatment plan, as well as coordinate aftercare needs with clients' families.
Debbie Codney LCDC
Supervising Counselor
Debbie has a great sense of humor but is quick to say she doesn’t monkey around with the seriousness of addiction. She has been with Shoreline since 2012, serving as both Counselor Supervisor, CTI intern coordinator and family program coordinator. She has been active in the addiction recovery community for over 19 years.
Debbie holds an Associates Degree in Applied Science Addiction Studies in Human Services from Del Mar College and a Bachelor’s Degree of Applied Arts and Sciences from The University of the Incarnate Word.
